MY'98 shouldn't have Hydraulic lifters (provided the right heads are fitted) - will either be Outer shim for UK/WRX or Inner Shim for STi.
The bit you have taken off - is it a flat disc approx 2mm+ thick - if so, that is the shim.
The bucket should slide/twist out of the cylinder head (if not seized in place).

If the cam covers have '4 Cam 16 Valve' on them with a square'ish spark plug access hole, then they are Hydraulic heads.
Cam covers without the 4 Cam logo and an oval spark plug hole would be Inner or Outer shim type heads.
If the bucket is tight in the lifter bore of the head, then they are a bugger to do if the engine is still in the car due to restricted access.
A pair of swan necked plier's or a small pair of mole-grips will normally get them out but you can damage the bucket in the process.
If you are removing the heads to change the head gaskets, then you can leave the buckets in place until the head(s) are off - then tackle the job of getting them out.
Pic below of some of the shim types found on the Impreza:
Left to Right :
STi V2 RA Top Hat Inner, STi Version 3~6 Inner Shim, JDM Small Outer Shim,
UK'99/WRX Outer Shim, New Age Selective Bucket.

Got any pictures of the cylinder head and jammed lifter so people can identify what heads you have got fitted - you dont normally find a hydraulic valvetrain (as in the picture you posted) head fitted to an Impreza after Version 2 unless someone has fitted an early Legacy engine/heads.
Have you got the rest of the lifters out or is this the first one you are trying to get out ?

Yep - they are Legacy heads (2 bolts for the coil packs) and hydraulic lifters.
Are you sure the sleeve comes out as it seems to me you remove the retaining ring to take the lash
adjuster out but the sleeve stays in place ??
You could try one of the Legacy's forums if no one else on here has any other idea's.
Poor picture but all i can find.
