Yes, it's possible. You need someone with a laptop and cable or a handheld OBD device or even an LM-2 if it's a newage car.
Sure a local garage could do it for a small fee but if you put your location up sure someone can suggest somewhere.

no check engine or whatever but how come it is now only boosting .5 bar boost as before it was program to run 1.1 bar

The ECuTeK remap keeps the safety features so it can still go into limp mode.....The ECU should throw a CEL as to why it's decided to protect the engine.
In limp mode it should't go above 3000 RPM either. I'd guess something has dropped off somewhere.
