Default impreza overfueling

can anyone help, i have got a 99 turbo overfueling problem. i have changed the mafs sensor then it went to cheam motors for 4 weeks, they changed all the other sensors to test then took them back off, they also did a full engine test, compression and cylinder balance. they then adjusted the tappets?. didnt work...they also put a new fuel regulator on, again didnt work. cold start is okish then slowly gets worse, idle down to nothing and loads of black smoke, i am looking for help and ideas before i go down the route of a new ecu... technician said injector time is 0.6 millisecs which is large he said, so is ecu working and getting a wrong signal?????. no fault codes in system...cheers. any help appreciated..
