The purpose of the reg is to maintain a constant pressure difference between the fuel and the inside of the manifold. If the manifold pressure falls so should the fuel pressure. If the manifold pressure rises so should the fuel pressure. When you set it to 3.5 bar without the vac line connected, that is the pressure you WILL get when there is no vacuum in the manifold. Likewise you should get 4.5 bar when you're at a bar of boost, 5 bar when you're at 1.5 bar of boost etc.
