Default no fuel cut

standard my2000 impreza of my mates been off the road for a while,had the battery disconected for a period of 6 months,upon returning back to the road his boost controller was set wrong and reached 18 psi in 3rd without hitting fuel cut,before he realised it was over boosting ,just wondering if anyone has come across this before and the reason why as mine cuts around 15psi thanks.

as well as a level at whcih it will fuel cut there is a time delay.. if he was clipping 18psi and then dropping it might have been too quick for the ecu to cut.
