An external wastegate works the same as an internal wastegate, it bleeds of exhaust gasses to regulate turbo boost. On larger turbo's they are externally gated for a number of reasons, the main one being that on high horspower setups it would become a restriction if it was internally gated. look at the size of external wastegates and you will soon realise that you could not fit it inside a turbime housing while allowing it to work efficiently and at the same time not spoiling the flow withing the turbine housing itslef.
