2500RPM Idle

2500RPM Idle
Car: My96 WRX STI V2
I took off the battery for approx 2 weeks as i have been busy doing the gearbox on my scooby after work. As i rebuilt the turbo at the same time all hoses were disconnected.
After installing the turbo and connecting all pipes i disconnected all the coil packs from their connections (2 on left and 2 on right rear) to ensure oil in the turbo. After cranking i disconnected the battery. Connected the coil pack connectors fired her up once connecting the battery again. (at this stage i forgot to connect the lambda probe on my downpipe)
Well she started immediately and revs shot straight up2 2500rpm and sit there. I have double checked hoses and all seems ok, connections seem good to.
I then plugged the lambda back on, and tried again after a 1 hour ecu reset (disconnecting battery) and turning the lights on. But same problem she still idles at 2500rpm.
I then disconnected the MAF while the car was running and she stalled. I reconnected MAF and then unplugged idle control valve and she started to run eratic and lumpy.
Please help guys as i'm sitting here waiting on replies before i go back to the workshop and connect the rear transmission. as its bugging me.
Thanks In Advance

Just got back from workshop, engine coolant was low, so topped that up with like 3 litres oops. The engine idle changed slightly, she was running real LUMPY as i continued pouring the water, the revs slowly dropped and became normal during warmup, but if i rev her then the revs hang and return to normal after 10 seconds or so.
But if i turn her off and restart her after 5 mins or so, then the lumpy idle starts all over again and that damn rev meter keeps hanging.
I took the idle control valve top off, and checked for debris and it was all clean. I sprayed some carb clean on the bearing of the shaft and placed the top of the ICV back on (this part is magnetised with magnets) and re-connected the idle valve.
I never got the chance to start her, being 11pm and just the downpipe connected (she;s real loud especially at 2500rpm) but will do tomorrow.
(i'm a little worried about the turbo rebuild as it was my first. But the boost gauge seems ok, and i have my fingers crossed it aint the turbo causing the issue).
Keep the comments coming guys as i need all the help i can get. Or it will end up being a visit to a subaru specialist in around Dartford, Kent, and i know of none.

i have a similar prob but not after a rebuild.i cannot get the engine to idle less than 1100/1200.it just will not no matter what i do.if i manually adjust the throttle sensor it doesnt seem to make much difference and the check lights up on the dash.the butterflys on its stop theres slack in the cable etc etc.

YIPPEEEE!!!!
Right guys FYI, i removed the ICV and cleaned the whole thing. Then i removed the coolant sensor and cleaned the face and checked plugs on both devices. I then reset the ECU although ECU was not showing any faults.
And POWWWWWWWWWW it started perfect at 1st high revs then she slowly came down to 1200rpm then once at running temperature it idled at 800rpm.
PERFECT!!!
I double checked ecu for error codes and nothing, went for a spin NO BOOST check engine light flashed and all A OK!
THEN BOOOOOOOOOOOOOSSSSSSSSSSTTTTTTTTTT
THE END......Thanks to the 2 guys who actually replied and gave me some hope. Thanks to.wooty and Jolly Green

it is on the right back of inlet manifold with one electrical plug and two screws.. just loosen screws and turn anticlockwise to decrease idle.
