2.5 engine Zak at Mocom has a special offer on now. £1200 for the short block.
Scoobymania Nottingham, espcially if you want more power than the standard engine or Teg Sport, Warton, near Carnforth shell these out like peas.

The basic block is available everywhere from the usual tuners, and upgrades also can be found from reputable sources.
I would add:

Chy at Pennine Subaru to do the build for you, currently doing closed deck linered 2.5 with an md321t+, for a friend but is happy to sit down with you and build something to your exact requirements.

Scoobymania.com for something a little special

funnyclub - do you need a built 2.5 though as your target is only 400/400 ?

I would be more worried about the gearbox/clutch.

I've had all of my work done by API and can't fault their service.
Welcome to the API website
Talk to David he is very helpful. My spec has given me 427 bhp and 462 lb/ft torque which is a very fast but reliable road car with good petrol economy would you believe (22 mpg with varied driving).
Give him a shout.
Ps they also rebuilt my 6 speed gearbox at the same time,to ensure trouble free motoring for a while.
