Fitting Air-con belt 98 WRX STI

Fitting Air-con belt 98 WRX STI
Hi,
I just recently purchased a 1998 Subaru WRX STI version 4, the guy that I purchased the car off had removed the belt from the air-con, he said it was because it looked frayed and he would rather remove, then have it snap, so he removed it.
The problem has came about as I thought since I was on I would changed the alternator belt at the same time, so I removed the covers from the belts.
Slackened the alternator belt of to allow access to fit the air-con belt. With this done I can see no method of slacking the air-con to allow the belt to be fitted with ease, I angled it up and managed to get he belt over the lip, but there is no way to tighten the slack of the belt.
Is there a part missing to take up the slack or is there something I am missing, any advice would be great.

I guess I am now going to be on the look for a Air-con tensioner, I had hope that I had missed something and it pivoted to get the tension up.
