I recently had my power steering cooler split/corrode and even though I knew the steering fluid was low, it still read correctly on the tank dipstick. I'd try topping up the fluid even though it doesnt look like it needs it.

Possibly, try getting somebody to turn the steering lock to lock while your trying to add more fluid.

The steering on my 53 plate WRX went very stiff with no loss of fluid and it turned out that the steering rack itself had failed, not cheap.

Had problem with my rack on a 2001 bugeye, diagnosed by subaru4you, bought from grade a subaru (£90), fitted by a friend and now all sorted.
Bl**dy expensive if new!
