Default Steering wheel reacts too much to road bumps

When I go over some bumps (just normal road bumps that happen from time to time), my steering wheel turns from side to side quite a bit, car keeps going straight most of the time. All other cars (including subarus) that I drove react much less or dont react at all. It is very disturbing to drive with that effect. I had my suspension and steering system checked and no slop or play was found. What can couse this ?
My car is legacy III with 100k miles.

Are you running factory fitted wheels....

or at least wheels with factory offsets

Rims are stock. For winter I use different set of wheels, 195/65R15 steel rims.

When I compress suspensin by hand (by pressing on car above front wheels) steering wheel does not move so I dont think the effect I desicribed has something to do with suspension action.
Sometimes when I drive on uneven road surface (not bumps but, more like wavy surface) - steering wheel reacts quite violently and car goes to one side. This is not a normal behaviour, reaction it far too sudden and violent, it should be more gentle and smooth.
Small bumps seem to cancel each other as steering wheel goes side to side and car keeps going straight.

Alignment settings maybe. If your cars alignment is off or you've got significant amounts of toe out, the car will readily react to all bumps and follow all ruts.

I suspected that it might be connected with shocks so I had them replaced. Diffrence was huge, but it had very little impact on the efect I described.

Mayby someone has an idea what can couse this ? I had it checked by a few different mechanics including subaru service and nobody can tell what's wrong.

Definitely get geometry checked if not done after new shocks were fitted (which IMHO should have been..!)..
