should waterpump rotate freely without timin belt ?

just changed my water pump as the other had given up (loads of play in it) installed new pump (not redone timing yet) but it doesnt rotate freely as I though it would, is this right?

can you turn it by hand? there will be some resistance, but not a lot

it does rotate but only in one direction, it is jammed in the other direction

sorted that bit now, turns out the gasket had come off and was fouling it. Stuck the gasket using some adeshive and back in perfectly rtates both ways smoothly.
