Default Over Boost Problem Please help

hi i have a problem with my imported 1993 impreza wrx. firstly i had a problem with my standard boost control so i had a manuel boost control fitted being told this was the problem, but the problems have not stoped.
i have a big problem with the car over boosting.
The car will drive fine sometimes and other times the turbo spins like crazy but does not go any faster and then the fuel gets cut (like hitting a brick wall).
the boost is set at 0.9 bar but go's to 1.2 bar when over boosting.
i took it back to the souths supposed best subaru garage and all they keep on saying is "turn the dawes device back a turn or two" I KNOW THIS IS NOT THE CURE
that would not make it over boost some of the time
Could it possibly be the - acurator - wastegate - boost control - turbo
PLEASE PLEASE PLEASE HELP ME

What mods have you done to the car?
I can guess who you are talking about as i'm in the dorset area and am surprised they haven't helped you more.

the mods i have:

HKS de-cat (down pipe)
performance exhaust with de-cat (center pipe)
manuel boost control (dawes device)
induction kit
tdo5h hybrid sti tyurbo unit

the first problem i had was that some times it would boost up fine and pull great but other times it would just sit at 0.5 bar and not boost at all, so the garage said it was the boost control and changed it for a dawes device

Something els i forgot to add is that as it starts to go in to boost there is a fast ticking noise and as it then boosts up the noise goes away. thanks

i'd say take off the dawes and lean the solenoid and the bottom pipe goin from the solenoid to the intake manifold has a little restrictor in it take that out and replace the smaller pipe with one the same size as the pipe coming fom the manifold worked for me, car start over boosting after decat

the car started over boosting befor the decat, could it not be that the wastegate is messing about, would that not explain the turbo spinning much much mcuh faster but the car going slower and then getting fuel cut
