Default MY 99 WRX KEEPS STALLING ????????????

My mate has a 99 classic wrx and it keeps stalling when you stop at a junction or traffic lights , any ideas ???? it happens when hot or cold and when you start it up it ticks over fine and runs fine but if you give it a rev the revs drop of and the engine just cuts out ????? starts fine again !! he has changed the maf and no difference ! car also has dump valve , scorpion exhaust and k+n panel filter , but these have been fitted for months and has only just started cutting out . im gonna do a code check tomorrow night but thought i would ask to see if anyone had any ideas first !!

Dump Valve, same problem with early WRX.
Cheap crappy dump valve now replaced with an HKS one.

Anymore ideas , have put standard dump valve back on and no different still cuts out when you slow down to a stop !! can a code check be done on a 99 wrx similar to the way you do it on my early 94 classic ?? have looked under his dash and can see two greens but no blacks !! also it has a diagnostic plug (like eobd) at bottom of drivers dash panel - does this mean codes can only be read with scanner ?? its getting on his nerves now ! any info please

the black plugs should be there.. they are usually taped back to the loom with blue tape if they have never been used.. the diagnostics work in the same way.
