Are you using an aftermarket dump valve?

check for boost leaks in the pipework and vac lines.. and in the induction..

You have another issue as 17psi is mostlikely unsafe on the standard engine and ecu.

no problem.. in the mean time don't use WOT as that boost will kill it.

yer thats cool i haven't used it much in the last 8 months. Only done 1000 miles in 18 months. It's had a full rebuild and now time for bigger power what would you expect? full rebuild with tdo5 new 255 fuel pump, front mount, power fc, headers , full exhaust and k&N i hoping 300bhp and torque but other people are getting that and more with standard cooler etc. what do you think?

The limiting factor is the MAP sensor, then the injectors and then the maf..

300 is a realistic target.. Injectors will max out about 1.2~1.3bar at start fuel pressure even with the walbro.. You need a boost controllers, manual or electronic or the PFC boost control kit to get over 1bar on the PFC on the phase 1 car.

If you have only done 1000miles since rebuild, check it doesn't still have the run in oil in it and do an oil change..
