Its easier to remap the late classic ecu which would be a start but the early ecu can be sorted by the right people, TD05 is the way to go for 300+bhp.

I have a MY99 turbo which has 2.5 decat system, green panel filter, Tek 2 Map giving 277bhp/266lbft torque.
Very torquey low down compared to my old sti 4 with just a decat system.
If you want to keep the low down torque/fast spool up, i'd go for a TD04 Hybrid turbo from www.andyforrestperformance.co.uk. At the same time have an Apexi Power FC ecu fitted and mapped, should see around 320bhp.
Higher than this would require an uprated intercooler, injectors, slower spool/higher output turbo etc etc.
The ecu and TD04 Hybrid turbo will set you back around £1200 + fitting.
But make sure that the servicing is upto date first.
