Default holding back at 4000 revs

can anyone tell me why my wrx is holding back at 4000 revs just before boost comes in could it be the air flow meter ?

my 03 sti does something very similar, when i open the throttle fully i get like a flat spot just near 3500rpm...though i do not have a CEL light..

Yip run super unleaded, optimax or similar 98 ron....

Has same issue with my 02 wrx, this was the cause, filled up with optimax and a tank or 2 later all was well..
