de-cat d/p no boost

de-cat d/p no boost
i have just had a de-cat downpipe fitted and when i picked the car up there was no boost or very very little, can someone help as to what the problem might be,would ressetting the ecu help ?

boost goes to a max of 0.2 bar when really thrashing it,
i just looked at my original downpipe and the manifold end appears to have a plate where the decat one is all open (where the pipe bolts to the turbo etc )
