VF28 not achieving boost target

VF28 not achieving boost target
Help!! Have above turbo fitted to my98 uk. I have an apexi ecu with various boost settings mapped at 1-1.3bar. Problem is that the turbo is maxing out at 1bar even if the higher setting is selected. What would cause the turbo not to achieve its target?
Other mods on the car are full decat, sti4 tmic, green panel filter and uprated fuel pump.
One other thing i noticed today was that when engine was left idling for about 20 seconds and then switched off i could still hear the turbo spin for a couple of seconds after. Is this normal?
Thanks.
Bill.

I cant help with the boost issue, but the VF series turbo's have roller bearings, rather than the sleeve type of the td0X turbos, so they do spin more freely. My VF22 can be heard spinning down even after a good cool down period.

Last time i had my car mapped at Bob Rawle's a P1 had the same problem and would'nt boost over 1 bar, it turned out to be the plugs/coil pack were a bit duff.

just in case- turbo off- and check for cracks near/around wastegate exhaust housing.
Happened to me for the last few months- didnt even realise.. until I got on an RR for mapping work.
New turbo in my case.
Old one going to be repaired.

Just had a drive with the pipe disconnected from the actuator, and max boost was 1.1bar in 3rd and 4th gears upto 4.5k in 3rd and 4k in fourth. Didnt push it any further. Any ideas to where problem may lie?
Thanks

If thats the case then it sounds like you have a crack or a leak somewhere or maybe the turbo is worn out, they do not have the same life expectancy as the Td series turbo's
What chrome says is the best solution, pull it and have a good look around as only making 1 bar with the actuator removed is not good

i "sorted" my dumpvalve today to see sum small gains, but the gains were not nearly enough
with my dawse device fully wound in, its hitting about 1.15/1.20 bar peak boost and it will go no higher.
on the way home from reading yesterday while doing sum overtaking, boost was sitting at about .8bar or so most of the way home, when i went to overtake sumbody, i put my foot down to find the thing shoot off like it used to, next time i tried this the boost had dropped back down again
later on in the trip i over took sumbody with my foot flat down, as the revs climbed (as fast as they can with .8bar on a vf23) it suddenly started climbing to 1.2bar were it sat there till i backed off)
next time it was back down to .8bar
today i cleaned the dawse device and replaced the pipes for it, no change, only fully winding the dawse in, made the boost rise, although its still not as high as its supposed to
i have a spare actuator in the garage i will try out tomorrow, and report back.

went for a quick spin
disconected my actuator from the dawse device and floored it, as it came on boost it shot up to 1.49bar about 3/4 times so i guess its the dawse device thats sumhow broke?
i only drove it just as it came on boost, my car fuel cuts at 1.45bar if its held for a few moments so i wasnt going to hold the throttle or do anything stupid like that.
i must have an air leak or sumthing on the dawse
