i know they are not checked on the M.O.T test but not sure if its law to have them as i am thinking of using both of mine as fog lights instead of just one.

I think it is - why there are elderly cars from the pre-reversing light days with little white things stuck unattractively on the end of brackets.
Can't find the MOT regs specifically - it seems that the DOT/MOT doesn't want people to know how to have a safe car. There was a form here, though (PDF) - which has lights listed, but no reversing lights!
Probably best to ask a test station, come to think of it

Strictly speaking, any light fitted to a car is supposed to work. Having said that, I have NEVER been asked to test the reversing lights at an MOT, and have taken cars to MOT, with no reversing lights even connected. Wy would you not want them, it is a bollox to reverse in the dark without them?

I have read a couple of time that for the MOT the reversing light needs to be working if it is there. However if it is not there, then it will not fail.
The question came up several times in magazines cause the Nova boys discovered if you got rear light clusters from europe - the single fog light was on the oposite side. This meant they could have symetrical clusters with two fog lights but no reversing lights.
As for what Mr Police man would say if he noticed??? I am not sure but Im sure it wouldnt be "Well done".
