Sticking cable, sticking butterfly in throttle body, faulty nps, faulty tps or out of parameter range?
Just a number of things it could be.

These things can be checked with your eyes, some with a multimeter or some with a data (vag) cable and romraider software.
What map? Open source?

Do stuff that costs nowt first. Such as liberally spraying the throttle linkage with WD40. Then work it in by repeatedly moving the linkage back and forth. Then leave it for an hour to fully evaporate, before finally applying some light machine oil.

Also check the actual taughtness of the inner cable, and adjust as necessary.
