Sti clocks in turbo 2000

I have a my 99 turbo 2000 and just got some my 99 sti clocks to put in. When i drive the speedo is out, It's ssting in doing 50 mph when it felt like 20 mph. Is this a normal thing and have to buy a converter or are the broken?
