Default timing advise needed

Just wondered if anyone can help me. Have pulled out my engine today to change clutch, flywheel and timing belt.
On trying to align all the timing marks I can't. If I align the single and double notches on the cam sprockets this leaves the crank sprocket alignment mark at the 3 o'clock position.
If I get the crank sprocket alignment mark to the top and lined up it then leaves the arrows on the camshaft sprockets all pointing up, at the 12 o'clock position.
Can anyone shed any light on this?
Have done this job on my old impreza several times but not come accross this. Always used single and double alignment marks before with no problems.
Car is 98 type r and runs fine. Any help appreciate. Thanks

are you timing it with the dot or the arrow on the crank, there is 2 marks one for alignment and one for tdc
