The chip in the key has to match the little black box under the steering column. A matching pair is needed or it won't work. You obviously also need to deactivate the sigma alarm with a correct alarm remote. These are two separate security systems. The sigma alarm cuts the fuel pump and the ignition. The subaru key chip cuts the car out after a few seconds (not sure if it cuts power or fuel).

It shouldn't be. It should be the black box that it connects to that is matched to the key. Unless perhaps one of the rings or chips is duff. Or are you sure your new chip and box match? Some breakers mix them up. I brought a full ecu and key/chip replacement and the ecu that came with it simply will not start. All the other bits work fine with two other ecu's but that ecu is junk. Guy I brought it from said it worked fine in the car... stuck with it now.
