What would cause More throttle Position on ESL?

What would cause More throttle Position on ESL?
If i hold revs at say 4000 in 5th part throttle then dump the throttle from 4600 to 4800 rpm i get too much throttle position between these rpm stages,resulting in overboost,from 4900 and above, higher throttle position doesnt result in overboost/boost cut
If i accelerate full throttle from 3000 rpm i dont get too much throttle postion at 4700 rpm
Perfect Boost (Row C is throttle position, full throttle from 3000 rpm)
Boost Cut (Row D is throttle Position, De-accelerating then dumping throttle to the floor)

Ive deleted the csv file, doh so cant check, typically LOL, but if it were Engine load and not throttle position, im guessing wastegate duty is set too high at that load point ?
just weird as further up the rev range, if it is engine load, i hit 59/60 engine load but still get 1.3 bar boost, not the massive 1.47 spike i get at 4700 from partial to full throttle yet the wastegate duty is the same at 4700 as it is at 5500
