Varying boost, any ideas?

My 95 WRX keeps producing different levels of boost. Most of the time the gauge (autometer) climbs to 12psi and holds there right to 6500rpm+, but some days I only get 10psi peak and held. Then, last weekend I tried flooring it in 4th gear on the motorway, the boost climbed to 14psi, stayed there until 6000rpm(ish) and then backed off to 12psi above that.
What's going on there then? I've asked a few people, and all I'm getting is shrugged shoulders in reply! Is there a problem, or is my car just a moody b1tch?? The car has been like this for some time, before that it always peaked and held 12psi.
The spec is standard apart from a blitz induction kit, scoobysport downpipe, FGK exhaust and a TSL recirculating dump valve (which was a recent addition in an attempt to cure it!)
Any ideas appreciated!
Do you think a Dawes device set to run 14psi would be a good idea?
