Default Help - car wont start (WRX STi)

Had problems recently with my car (2001 Sti bugeye) stalling when slowing down to lights, junctions, etc.
Took the Idle speed control valve off the top of the engine and cleaned it out, it was full of black deposit, I used a very small amount of WD40 to clean it out and a rag.
Put it all back together, started the car, it ran for about 10 seconds, pretty lumpy and rich, (going by the white exhaust smoke) and the stalled. It now will not start, turning over but not offering to fire.
Took the valve off again and have it on a radiator at present to dry it out.
Looks like the engine may be flooded ???

Any help would be most welcome.

Panic over,
Car started tonight with plenty of fuel plumes out the exhaust, now running ok.
