boosting at 4500 rpm?

Default boosting at 4500 rpm?

What could be the reason for that? It is my friend's Impreza(my96) and have a stock turbo. I think it is totally standart impreza.

Do you mean there's no boost until 4500rpm, boost is fine but hesitates at 4500rpm, or there's no boost from 4500rpm onwards...?

Sorry I think I've used a wrong word.Turbo starts to spin at 4500rpm and onwards. Dealer said that it might be a problem with the valve cables? I've never heard "valve cables" before.

had a similar problem recently with my turbo and it was the actuator needed adjusting

I would also be interested in any technical advice regarding the adjustment of the actuator both benefits and potential problems.
