Where are you ??
I have same car,so might be able to help.Surely this is a very simple thing to work out (Turbo working)

The reason i ask where you live is ,this will help anyone local to you to reccomend a good mecanic/garage.

Good luck

I had the same problem, when i removed the turbo i found it to be no good. I bought a secondhand TD04L from a 97 impreza and put that on. wow no more lag and you can really feel it pull i am ruinning 1bar. but top end is not that good [small turbo] Think i might get the RHB52 rebuilt as it is bigger. or find a TD05 oh my 94 legacy has done 98000 miles
