Nick I am also having the same problem on my 95 WRX. I am looking in to cures.
Booking it in to Powerstation next week for them to look and I am also considering the HKS EVC IV as a solution.
Do you know what your boost is peaking at?

The HKS EVC IV isn't a cheap option, it costs about £400-450 new.
Once you know which pipe goes where, it takes about an hour to install. To get the wiring neat it will take about another 30 minutes, as I had to strip the whole dash out to remove the ashtray!
The unit under the bonnet connects to three hoses, and there is a wire that needs to be fed into the car.
The wire plugs into the back of the ECV display unit. A switched postive and negative is needed to feed the display unit. This was wired to my phone kit.
So about an hour to install the equipment with the kind help of Nito. We went for a drive to set it up, and that took about 20 minutes. You have to drive in first and second with no boost, and then drive third to the redline. Once it bleeps, you ease off and do it again.
Double check the readings you get, and adjust the offset as needed.
It's set to 0.95bar (14psi) at low boost, but runs about 0.9bar.
High boost is set to 1.2bar (18psi) but runs at 1.18bar.
There is a scrabble boost facility which gives a set period of higher boost for overtaking, etc. This is set to 0.05bar for 30 seconds. So 1.23bar on scramble boost.
Overboost is set to 1.25bar. When it hits that, it will back off the boost. As we found out before fine tuning the offset.
Without the help of Nito, I dare say this would have taken a lot longer!
I'll get photos taken of the under bonnet connections, and post them here.

The high boost is set to 1.15bar Andy same as on mine, but with the offset it reaches about 1.18bar.
