Overboosting MY94 WRX Help?

One for the tech guys out there.
Spent a very annoying day today with a 1994 Jap import WRX.
A customer brought it into the garage with an overboost problem. He has only
bought the car and was told that it was chipped. When I put a boost gauge on
, it was running 1.3 bar and then cutting out as normal. I closed the bleed
valve completely but it made no difference. I then removed the bleed valve
and ran a straight through pipe but to no avail.
On checking the ECU I noticed that the chip had been removed and very neatly
taped up the original wires.
I cleaned all the hoses and checked them all with a vacuum pump for leaks
but all was fine. The Boost control solonoid seems to be working ok when the
car is put into test mode. But when I bypassed the solonoid and ran a pipe
directly from the manifold to the wastegate, the problem dissappeared and
the car ran .7 bar of boost.
I suspect a faulty solonoid? Opinions??
Anyone come across this one before??
