Getting serious boost from 3,000 rpm

I have a '98 Import WRX with de-catted downpipe but otherwise standard (probably 290 bhp). My engine only really starts flying from about 4,000 rpm but I have heard that STi engines come on really strong from 3,000 rpm. Is there a way to get the boost to come in lower?

sounds about right.....STI's tend to come on later due to the larger turbo they have. You'll find yours will hold on longer than the smaller turbo'd cars which come on the boil about 3k
