Rebuilding a MY99, HELP!!

Friend has a MY99 which needs a rebuild (bottom end completely bored out), his trying to decide what to do. Buy a complete reconditioned STi6 engine (including all periphery's) built by Possumbourne motorsports in NZ for £4500 landed in South Africa and then add a Link
or
build an engine here in South Africa around a new STi EJ207 bottom end £1700 using his VF24, and MY99 periphery's and get the MY99 ECU flashed using Ecutek which would be a lot cheaper.
Any ideas chaps
