Revs limited at 4100RPM...WHY!!!??? help

Overboost fuel cut in neutral? i don't think so
If it's an ECU cut of some sort it will bob up and down, like cut out at 4100 come back in at 3900 or something, you will hear this.
if it's a problem like ignition, it's more likely to just falter on a fixed RPM.

If the car is stationary the speed signal shouldn't affect things and you should be able to rev it freely.
I would get someone with a diagnostic unit to have a look at it.

95 Impreza L AWD Coupe. Former owner pulled the original 1.8Litre US engine and put in a 2.2L - non turbo US engine.
I think that's the root of my problem...ECU? Why would it cut the fuel? I'll take it for a diagnostic, thanks.
No check engine yet...but I'll check the wiring because with this sort of thing, I'm sure it SHOULD be on...
