How Much boost is normal ?

As the question says, and in particular with reference to a standard 98 car.
I have fitted PPP back box and scoobysport decat centre section, and I am typically getting 10-11psi held peaking at 13psi max, but usually peaking 11-12psi
Is this normal, should I be getting more? If so, any suggestions on what to check ?
