Synthetic oil -- what is it?

What exactly is synthetic oil? Mineral oil comes out of the ground -- I assume synthetic doesn't. So what's it made of -- some sort of plastics/polymers? Most of these are oil-derived anyway.
If all the oil in the world ran out, would we still be able to make synthetic?
