I've got the full APS exhaust on my WRX, including the high flow turbo outlet. I know the outlet is optimised for the STi, as I had to grind (as per inclosed instructions) to suit the smaller turbo in the WRX. Noise wise? The full system on my car is slightly quieter than an STi with prodrive backbox and straight through centre, although noisier than the standard STi system. I think the noise, particularly with a few revs on, is fantastic, and a lot of people have commented "your exhaust sounds nice". suits me, anyway.
Power gain? On the WRX it was very significant feeling, earlier spool up, more torque everywhere, much freer at high revs, although I didn't get figures with just the exhaust. With that, plus scoobysport up-pipe, ported headers and a samco intercooler hose and an ECUTEK remap, I'm now running 284bhp & 272lbft, with a significantly better torque spread than most WRX's with up-pipe, exhaust and TEK.
Edit to add: Jamie Whitfield (JW Racing - they have a banner add and are in scoobyshop) sells these and has fitted one to his STi. He's a friendly and helpful chap, so speak to him!

Boost spikes? Not that I noticed, but then again I don't believe the WRX is as prone to them as the STi.
CEL? That is by all accounts a bit of a lottery. Some people get them with a sports cat, yet I know of some who haven't with a full de-cat. I had one on the catalyst inefficiency code a few days after I decatted the up-pipe, although it was cleared when I got it remapped on Friday, and it hasn't come back yet in about 200 miles. With the STi you don't have an up-pipe cat to start with (and therefore the ECU isn't expecting to see the benefits of one), so you'd be less likely to have problems than me. Cobb tuning use the exhaust in the USA, and I believe they claim something like 80% of cars don't get a CEL. If it comes to it, there are ways round it anyway!

Without changing restrictors (which aren't guaranteed to correct it, perticularly with an up pipe added) or other means of control, you are guaranteed 1.5 bar spikes with a turbo back system and 1.7 bar if you add an up pipe.
Any reputable supplier should know this and advise you accordingly.

One thing you can be sure of - if you decat a std STI7 without any other changes, you'll at least see a 1.5bar spike. I've heard other local JDM STI7s that have spiked to 1.7bar.
The cheapest way around this is to drill out the std turbo wastegate actuator restrictor, prob to 1.2-1.3mm. This should keep boost to below 1.3bar in the higher gears.
THe expensive way is to get an EBC.
