Parent Control Windows XP

Parent Control Windows XP
Hiya all.
I'm just after a little advice please on the best way to manage my daughters PC that I have just handed to her. It's a relatively old machine that I no longer use, but I've added more RAM, HDD and reformatted it to as new.
Currently it's not connected to the net (I've ordered a wifi dongle) as it's nowhere near the Ethernet socket, however once connected I'm concerned that she "could" accidentally be subject to offensive material. How can I control all his with XP?
I'm now aware vista and windows 8 has parental control, but I wasn't aware of this until I fixed up the XP machine. Would I be better upgrading?
She's only 8 years old, but like today's society she's quite technologically advanced with so many games machines, iPads, iPhones, and smart Tv's in our house etc. My concerns are the pop ups and the possibility of accidentally searching sub sections that often lead to explicit material these days ;(
Any help would be very much appreciated.
Thanks
Rob

To offer an option at the network end:
http://www.opendns.com/
this would be done on the router and is apparently very good, not used it myself however
Bear in mind XP is end of life this year IIRC.

I use MS Family Safety for filtering web content, gives a complete break down of what the kids are visiting and blocked and how long they're using the PC, restrict games based on PEG ratings, set app restrictions and time limits if necessary. Recommended!
