so I updated a few apps today and now I have this permanently in my Active Applications , everytime I "end" it it pops straight back up. Did a virus scan , nothing found.

So what is "PopupuiReciver" ?

Popupireceiver - pop-up i receiver

I looks like its a direct marketing tool for android devices which adds advertising pop-ups to apps that you use. A quick searching brought up some people saying they managed to delete it but I didn't go into it that far.

Cheers bud , I'll take a look. I read the permissions and spotted a company name so looked for other apps from them. I found one , did a 'force stop' , nothing changed , restarted phone , and its not in my Active box , but still in the phone.

As long as I cant see it , I'm happy though.

Have a look for an app called airpush detector or something like that. Run it and it should hopefully point out the culprit. Delete the app it finds and it should disappear. It's the most annoying form of advertising so most developers stay clear of it as they know users will get irritated and just delete their app.

Edit: I've been googling and the above may not work. It looks like popupuireceiver is included on Samsung phones as part of the bloatware. Is your phone a Samsung? And do you have root access?

It is Samsung , I don't know what "root access" is I assume not.

I can find it in my App list , but cant do anything to it , its shaded out.

If you don't know what root access is then you won't have it. It is needed to delete a system app. Kind of like administrator privileges. It requires messing with the phone to have it.

PopupuiReceiver.apk is a Samsung app so it is normal for it to be there. Have you checked to see if your phone has the latest version of its software installed?
