You sure you have the right article. All that talks about is the move of IPv4 to IPv6. Which in itself is total rubbish. In this day and age most large companies are using NAT, PAT, VPN's etc so their use of Public IP space has reduced if anything. All they really need is the LIR's to do a proper audit of why some companies have massive allocations from the old days when they were dished out ***** nilly. I remember about 10 years ago finding a cust routing a /16 IPv4 network over a 128k Leased Line.
