Video Edit

Ive got a small captured video 2.22 long and need to remove the first 15 seconds

Is there any free programs out there that will let me do it ??
Have I got anything on my computer that will let me do it ?? Paint / Adobe ?

I second Windows Movie Maker. It is free and very easy to use.
