I could've bailed the US out of the current Wall Street crisis with the money I spent on PC graphics cards, etc... I don't bother now and source my games on my PS3 or Xbox360
The game you mentioned, C&C will look just as good on consoles. Those that can tell the difference are usually social misfits who've been known to splutter seemingly inexplicable terms such as "water cooling" , "solid state" and "viva piniata"

Do you need a monitor, operating system, keyboard etc.. ? Or just the base unit?
I stuck this together for someone yesterday, it's a good starting point.
Picture is a bit naff but you get the idea. The case and motherboard are a smaller than standard size as that is what they needed but you get the idea.
I use scan all the time as someone has already suggested, they are very good
If you want a bigger case you can get the same motherboard in full (ATX size)
Scan Computers UK: DFI Lanparty DK P45-T2RS Plus, iP45, S 775, PCI-E (x16), DDR2 1066/1200, SATA II, ATX
and a decent full size case
Scan Computers UK: Coolermaster CM-690 V2 Dominator Black Midi Tower Case with Mesh Top Panel w/o PSU
If you don't need the O/S and the screen then things get very interesting indeed
If that is all you need (you dont need speakers, keyboards etc..) you could squeeze something like a Dell 2408WFP into the budget which is an awesome monitor
Also use Scan Computers UK: Computer hardware and software at amazing prices, available online page to get decent prices on lots of those bits, especially over the weekend when they are bigger and better deals.
