Are you using Vista or XP?
I ask as the plug n play varies on these OS.
I have had a logitech webcam for years which will not work on Vista but works ok on XP.

Is it new? If so I would exchange it as there is not much else you can do, as you have covered the basics.
Now to the nitty gritty:

If the drivers software utility is uninstalled, does your PC detect it?
Does it work in another PC? Has it ever worked on this PC?
When it stopped working, did your PC perform any updates etc?
Also, the security centre will ask you to unblock certain programs to allow it to run, has this been done? Do you have admin priviliges?
I know its a lot of questions.
Its a far shot, but with recent stormy weather you could have been spiked and USB wiped out.

Consider all possibilites, you wont go wrong.

Am on XP it was working but it stopped, the PC detects it when you plug it in after you follow the on screen instructions, but still no luck, yes I get a message from security and I let the cam come on, could it just have packed up? It has worked on this PC for a couple of years now.
Cheers

try in another PC before writing it off, but as they are very cheap to replace then its nothing major, providing it dont get detected in another PC.
If it does your USB may be kaput!
Does other USB components work ok in your PC?

If so, try all ports you have just to be sure.
