It's an option on install but most use automated install so it defaults to US.
Try, Control Panel / Date, Time Language & Regional Options / Regional and Language Options
Then click the languages tab and details.
Set default input language to English Uk and in the installed languages box below add UK then delete the US option.

When installing windows, there's no way for it to tell "where" it is.
And makes little sense to have two versions of windows install disks that do exactly the same but default to UK.
All it takes, is for the install process to set to UK but the installer decided not to for some reason.
