Can anyone tell me how to create a vignette effect, Ie. the Photo edges fade away to white?

You can use the marque tool. Make sure you have antialias checked and the feather set to however much you want it to fade.

Select the whole picture and press ctrl 'c' then go file new image and then press control 'v' on the new image!

There are numerous other ways but I find this the easiest

LMAO,

try setting the feather to 4, if it is not enough, the select the picture again and ctrl 'c' and then ctrl 'v' it again onto a new image.
