Default Portable applications ??

Have seen a few computer ulilty programmes advertised as " portable " just what does this actually mean ?? for instance recently downloaded a small programme for printing out cd / dvd covers etc, double clicked on the programme and it ran ie. did not actually have to install the programme before using it, is this what this portable ref is ??

Ive got a U3 usb stick which means you can run apps off of it (actually most usb sticks you could do this with, its just better managed).
