Default Should I avoid HyperMemory and TurboCache?

I'm looking for a 256MB entry level PCI-E card for a basic, non-gaming PC.

I'm assuming it's a bad thing to have a card which steals system memory? It's not obvious which cards have this feature!

Help me lads... £30-£40 price range please
