Ive been making sites for some time and swear by Dreamweaver, its very versatile and fairly easy to get your head around. You will be able to put almost anything on you want including online purchase sytems.

If you want something cheap - Frontpage however its crap (my opinion, dont write in!)

Have used Dreamweave since version 1 and it does make things easy, especially for beginners who dont want to learn HTML

Otherwise try something like Acehtml.

If you're just looking for something quick to do a "one-off" website and don't want to spend a fortune, Serif Web Plus is worth investigating. The latest version costs something like £40 and previous versions might be available for download free or at a nominal £6 or so.

I bought it last year so that friends around the world could see my holiday photos from a trip to Australia and Hong Kong. (result at http://aus-and-hk-2005.mysite.wanadoo-members.co.uk)
