The best way IMO, is to use a standalone DVD Recorder and connect the VCR straight to it using Scart or whatever is available. Then you can put the disc in your PC edit the footage afterwards and burn to final DVD.
The alternative is to use a PC PVR card, but they're more hassle than they're worth if you ask me

I'm using a DataVideo Dac 100 analog video to digital (firewire) converter to transfer analog video into my pc for editing. Works with any analog source, (tv, video, camcorder etc), can output back to video if needed, platform independant so will also work on a Mac if required, no software needed to be installed on the computer (it thinks it's a firewire camera), and it produces really good results.
