A firewall needs to work in both directions, stopping undesirables getting in, but also stopping resident baddies getting out (router will be incoming only).
If Windows SC stops outgoing on a per-EXE basis, then great - else consider something like (the free) KPF, but be quick 'cos it is about to be retired.
For example, every time i run Windows Media Player, it attempts to connect to the Internet (even though i have disabled all options such as auto-update, auto-download-codecs etc). Do you really want applications to be telling the world what you are doing on your 'pooter (let alone leaking more confidential information)?

Just spotted that Kerio PF has been bought by Sunbelt Software - so there is life in the (excellent) old dog yet

Trouble with XP64 is that they've removed the 16bit subsystem. So anything that is coded using old 16bit routines / calls won't work. Before buying any new antivirus stuff, I'd check that it is definitely supported by the 64bit os.
